01/12 (S) Introduction and first reading. Referred to President's desk. Details: Permits production and possession of industrial hemp and trade in industrial hemp commodities and products. Authorizes State Department of Agriculture to administer licensing, permitting and inspection program for growers and handlers of industrial hemp. Allows department to charge fees to growers and handlers. Continuously appropriates fee moneys to department. Allows department to impose civil penalty not exceeding $2,500 for violation of license or permit requirements.
