> Adds endangering welfare of minor by allowing minor to enter or remain in place where unlawful activity involving controlled substances is maintained or conducted to crimes for which person may be placed on probation.

> Reduces possession of user quantity of controlled substance in Schedules I and II to Class A misdemeanor. Punishes by maximum of one year's imprisonment, $6,250 fine, or both. Defines 'user quantity' as quantity of controlled substance that is less than quantities listed in ORS 475.900 (2)(b) and possession of which is not commercial drug offense.

> Authorizes issuance of concealed handgun license to person convicted or diverted for certain marijuana offenses in another jurisdiction, if conviction or diversion is equivalent to conviction or diversion that does not operate as bar to obtaining license under Oregon law.

> Expands class of marijuana convictions that do not operate as bar to obtaining concealed handgun license to include misdemeanor conviction for possession of marijuana that was committed before possession of less than ounce was made punishable solely by fine under Oregon law.

Oregon State House Bill 2982 Oregon State > House Bill 2982 Sponsored by Representative WINGARD (at the request of Deputy Emile Burley of the Clackamas County Sheriff's Office) (Presession filed.) -- Relating to medical marijuana.

> Requires background checks for all new OMMP card applicants, as well as background checks of all existing OMMP cardholders -- approximately 80,000 people; which would cost a whole lot and gain nothing for we, the people, but profit the prison / "justice" system special interests putting this thing forward.

> Would deny or revoke the OMMP card of any new or existing OMMP cardholders for any past felony involving a controlled substance; effectively denying them medicine - in some cases the only one that works - for their crime, as a part of their punishment.

Oregon State House Bill 3046 Oregon State > House Bill 3046 Sponsored by Representative SCHAUFLER -- Relating to the Oregon Medical Marijuana Act; appropriating money; declaring an emergency; providing for revenue raising that requires approval by a three-fifths majority.

> Directs Oregon Health Authority to register marijuana cooperatives to operate marijuana grow sites and sell marijuana to registry identification cardholders. Imposes 10 percent tax on net profit from sale of marijuana by cooperative. Continuously appropriates 50 percent of moneys from tax to authority for purposes of administering Oregon Medical Marijuana Program.

> As of January 1, 2013, eliminates registration of marijuana grow sites not operated by cooperative or at residence of registry identification cardholder or designated primary caregiver.

> Modifies other provisions relating to administration of program.

> Allows employer to adopt comprehensive drug-free workplace program, including drug and alcohol testing policies. Establishes requirements for program and policies, including requirements for collection of samples and testing procedures.

> Exempts employer from civil actions under certain conditions when employer has adopted comprehensive drug-free workplace program. Modifies definition of 'compensable injury' in workers' compensation law. Modifies application of disability law in relation to illegal use of drugs.

> Requires applicant for medical marijuana registry identification card to notify employer before using marijuana. Provides that Oregon Medical Marijuana Act does not require employer to make workplace accommodation regardless of where marijuana use occurs. Status:
